here in Qatar we dont have snow, because the temp is high in most of the year, in Jan and Fed the temp is low, 10 maximum. Qatar is open country but not 100%, so it's not allowed to drink alcohol in a public areas (available in hotels) Qatar is a very safe country to live, we don't have a lot of crimes here some times we forget to look the house door x_x

1) No, it never snows in Qatar 2) Depends what you mean by open. For example, it is more open than Saudi Arabia, but less open than USA 3) Yes it is.
