what is the web based payment account, that you can withdraw funds from any country in the world?
I live in Qatar, and I have a paypal account. but I can't recieve money, I can only send money. I have a website that sells an ebook and I want to withdraw money from Qatar. so which web based payment account is appropriate for me?

Depends on the bank account you have; I lived in Italy & Holland for 15 years, and some banks have international access. I don't know the regulations in your country- but I would ask your bank, &/or aquire one to accomodate your needs. Swiss banks, and those with Swiss affiliates [Swiss don't care WHERE the $$ comes from] are invariably the most internationally connected. Get an ATM or equivalent with universal access that you can utilize on-line.

You can use 2checkout.com services. They charge you a lifetime fee of $ 49 and then you can start your own merchant's account with them. They accept credit card payments too
