after you sign up to any Etisalat line (not possible in Qatar but in UAE) you can can create a user name on their website then use that to manage your account including paying online and recharging your pre-paid cell number online (from credit card etc). You can also use that to order other services and more lines. It can also be done manually without a recharge card from any of their offices /booths, or via a "print out" recharge slip from any ATM type Etisalat payment machine. You can try searching for actual recharge cards on some website like souq dot com but I doubted they ship to Qatar.
